Because of the lack of an effective information management, operational mechanism and management measures in our marine data acquisition, the marine base is in the state of an apparent lack of the integrity as well as systematic information. Meanwhile, China's maritime data updates slowly and the key technology for platform construction falls behind, which lead to a serious impact on the using and sharing of data and information. Only with multi-disciplinary and multi-level platform for the sharing of information resources and marine data, can the marine data be on the basis of integrity, accuracy, timeliness and usefulness, and can the level of maintenance and update information be greatly increased, which will ensure a smooth channel for the exchange of basic marine information and realize the wealth of accumulated data. It can be helpful for the Visual development of marine information, the eventual realization of network sharing, and lays a foundation for China's marine science and technology education to achieve a leap forward in the development.The system of marine data exchange and integration is designed for marine data sharing. The entire system includes central servers and all of the various sub-servers. Inquiries are sent to the central server when users request. Center servers and subsystems inquiries and collected data back to the end users from a central server in the form of XML according to Ocean information exchange and integration protocol, thus realizing the exchange of data between ocean data integration platform.The core component of the entire system is the marine information exchange and integration protocol. Center servers and subsystems that are used in various applications achieve this agreement in different ways. The protocol standardizes process of metadata releases for metadata information retrieval, as well as the parameters and interface definition, But dose not restrict the internal application of the system. Integrated marine information exchange agreement is based on HTTP, XML coding information request and response, Z39.50 standard concrete realization of the agreement. In this paper, we use XML to re-define the Z39.50 protocol, i.e. the XML standard eight functions of initialization, search request, dataset extract, delete set, the expansion of the service to explain the function, access control, and closure.The paper also gives an maritime information exchange and integration protocol with Java, first of all, we map out key components UML plans under the definition of XML, then we realize the process from UML plans to Java XML analytical example with Java. Meanwhile, Java XML examples sequence into ways to address the communication between Java and XML. Finally, we set out a core function of the whole package of solution: First, how to initialize the service. Second, we maintain the connection state of the protocol under the HTTP circumstances. Thirdly, how to translate XML request into a SQL relational database, and the implementation of the search and extract operations, and last, and the issue of how to deal with a number of data sets, and close the service.In the last article, we demonstrate application of the system which is implemented in the use of Java, showing that cross-platform Ocean information exchange and integration protocol has its characters of, loosely coupled, asynchronous, reliability, scalability. The model is simple and easy to implement, and effectively address the problems of heterogeneous data exchange and integration between marine information and data systems.
