Systems built by different departments are not yet connected, their information cannot be shared. Data from systems is incomplete, so it cannot be analyzed effectively and accurately. We need to build a real estate tax management integration system to optimize business processes and implement integration and sharing of data.Based on real estate tax collection and administration rules, we designed and implemented a real estate tax collection and administration system, It considers taxpayers’ declaration as the core, integrates information from tax department and real estate department, such as contract information, land information and secondary information, It also can trace tax back to project and avoid the problem of information being isolated, The whole system was developed according to the specification of software engineering process, and the overall technology on the basis of using MVC framework. It adopted "SOA architecture in system design, and business function is defined in the form of business component and development, in order to achieve the purpose of the reuse of business logic.Through testing and commissioning period of optimization, the system is used widely at present in many cities. The running system’s functions are stable, and it’s performance is normal, The result shows that we achieved the goal we expected.
