With the rapid development of computer information technology and internet technology in recent years, video public class has been an important form of opening education resources. Because of its flexible learning time and mode, colorful contents and free sharing education concept, video public class has become more and more popular among learners. It has aroused the learning desire of both social workers and college students, and plays an important role in promoting higher education quality and teaching reform.This article firstly, through contrast analysis between video public class and MOOCs, sums up the essential elements of the construction of the video public class gathering platform, that is, the need to feedback learners’ learning process, to add classroom test and final evaluation, and to provide a rich interactive platform for learners; Then, through analysis, tries to establish a learner-centered MOOCs learning model, and applies the functions of the platform to different steps of learning.After making clear about the design requirement of the platform, this article has made a general design, a database design and a detailed design; and also put forward solutions to major problems in the way. Finally, the article introduces the software hardware requirements for the platform; describes the installing requirements in detail; realizes a synchronized function of data with other school systems.
