With the further proceeding of building modern new Kunming, talent demand in research, teaching, culture, health, sports, construction, engineering and other fields will be increasing. Talent is particularly important. Because the city’s talented person information resources and data dispersed among various departments, human resources are difficult to be shared and integrated. According to circumstance of Kunming, to develop a suitable Kunming talent management systems and services platform can help meet the need of Kunming Society human resources under conditions of market economy. This system provide personnel services to Kunming and counties and districts under Kunming municipal administration and promote the integration of the city’s personnel work to make services more convenient, management more standardized.Kunming talent management and services systems mainly include establishing and maintaining of background database and front-end applications. The former part must ensure data consistency, integrity and security. The latter must ensure that the application is fully of functional, easy to operate, so that the whole system can easily achieve dynamically setting columns, obtaining information, consulting mailbox management features and other functions.This paper adopts B / S architecture in development and design. Selects windows development platform,.Net framework technology, and achieves information to show, statistical analysis basic functions and so on with the support of SQL Server2008 database management system, and ensures system reliability. Interface design is conduted with software Dreamweaver, client by means of IE browser,achieve provided by the system all the functions. Through necessary need analysis on Kunming talent management and services systems, using Internet technology, ASP.NET, SQL server2008 and so on, this study conducts in-depth study on Kunming talent management and services systems to determine the various functional modules. Through the formation of Kunming Talent Network, to further coordinate social forces, integrate all aspects of personnel resources, share the city’s human resources data, information, etc, co-ordinate advancing the city’s information technology on work of Talents, form network cluster of leadership team member units covering talented person of the city and counties and districts that working, and achieves the city personnel data sharing, information sharing and resource sharing. Further intensify the introduction of talent, mining personnel, finding talent, training, service personnel. Eventually the following five areas will be further strengthened :First, to offer efficient and convenient services for all types of talents.
