With the development of network technology, digital, information and network become the major features of the twenty-first Century, 13 prefecture level city, at present Jiangsu province electric power company under the; a subsidiary of 54 districts, 27 county-level cities, 25 counties in power, at present there are more than 5000 cars car dispatching and use, problem how to efficiently solve the Power Grid Corp in Jiangsu province within the use of vehicles in the process flow control, use the government cars for private purposes, cost statistics, to solve the traditional vehicle management system tends to ignore, and does not reflect intuitive, responsibility is not clear problem, achieve the vehicle configuration, the cost resources unified unified management purposes, is the Jiangsu province electric power company, there is an urgent need to to solve the problem.In this paper, through a detailed analysis of the vehicle management needs of the national grid, combined with the specific requirements of vehicle application and approval, cost management and tracking of vehicles scheduling, to achieve a set of intelligent, user-friendly vehicle management system. The design and development of the system using the JAVA technology and the powerful function of ORACLE database, through the two-way data transmission of GIS to achieve the monitoring center and the vehicle terminal, can realize vehicle monitoring and dispatching management, track playback and alarm management and other functions. Combined with the main work of this project, the contents of this paper can be divided into three modules: the first, combined with their own actual situation, based on reading the literature was determined on the development of the system’s general framework. The selected J2 EE is adopted as the main platform, the database is Oracle, the basic framework for the B/S mode, and GIS embedded technology and license plate recognition technology; second, carries on the demand analysis and detailed design of the whole system in detail. According to the general process of network vehicle management, has carried on the detailed argumentation from comprehensive information management, object management, task management; third, in the detailed design stage, respectively, to design the main module, the security of the system module and database module, and gives the realization of the entity relationship model flow and database. Finally, the realization of a function according to the vehicle management system GIS expected, the completion of the vehicle management, driver management, vehicle monitoring, the system maintenance function modules, and the system in safety and functional aspects of the test and analysis.Network vehicle management management system currently developed has been carried out in actual application, optimize the company’s vehicle management, vehicle management process improvement, improve the efficiency of vehicle operation work, which can satisfy user’s expectations also obtain good benefit.
