Design And Implement Of One-stop Administrative Examination And Approval Management System Based On J2EE

With the constant deepening of reform of national administrative examinationand approval system, centralized management Hall-administrative licensing servicecenter (hereinafter referred to as the "center") service is more and more broad,business more complex, the dependence on information system is more and moreclosely. in accordance with the "three grade center four service system" requirementswhich is put forward by national and municipal Party committee, the originalinformation system has been unable to meet the needs. It is urgent to build a completeset ofcomputer application system which is applicable to the city, District, StreetTownship and community (Village) level agents in the core ends, and theadministrative examination and approval service and administrative efficiency of allthe agents can be monitored uniformly by the center.The system is developed based on J2EE platform, which can handleadministrative examination and approval authority, convenience matters as the core,providing the whole process of operation, management matters, monitoring andsupervision of one-stop administrative examination and approval management andadministrative efficiency monitoring application. The systemcan provide varioustypes of business servicesfor city departments, District, street villages and towns, aswell as management and efficiency supervision services for the approval authorityand efficiency supervision department.Additionally, the system also provides publicinformation query service for the applicant and the public. According to differentbusiness process, it can be divided into two different business categories which aresingle office issue and the joint approval of investment projects. The former involvesonly one department; however, the latter is achievedby register firstly in the center ofintegrated service window,and thenjointly handled by related departments. Theprocess designer based on WEB makes it capable of making the examination andapproval closely linked and interlocked. The audit department staffs completebusiness process according to the system designed work flow.The web-based process designer is achieved byutilizing JavaScript, XML andVML language. It provides Flexible interface design, convenientfunction menu, andalternative node colors and related properties which can be modified according touser’s preference. In addition, users can view the business function flow chart and theprogress of the examination andapproval, because the process designer is web-based.Role-based rights management system is adopted according to the features ofmany levels, departments, business types and people. The right management system iscomposed of user management, organization management, role management,authority management and other management modules which provide a clear,convenientauthority management and beautiful interface appearance.
