Highway traffic occupies an important position in China. In a certain extent, it reflected a national transportation management level that highway traffic safety, comfort and efficiency. In recent years, China's highway development rapidly in the world behind the United States, but traffic control induction ability of national highway is far lower than America that questioned many serious traffic accident in adverse weather conditions. Bad weather of expressway caused many problems of traffic safety and management, that caused heavy loss.Relying on the research project papers that coastal highway traffic safety conditions section disasters scientific research projects in hebei cangzhou, that for establishing warning system in disaster condition of highway to various disasters to obtain influence highway safety and the key factors of traffic organization and proposes the best comprehensive system. When know the basic information in acquiring disasters, through the model to calculate the influence of surrounding roads range and influence degree, taking traffic organization scheme, making decisions and evaluation scheme. System that combine impact prediction and traffic organization, that make purpose of System more targeted in traffic organization.Based on a systematic analysis of the highway safety achievements in theory. Its purpose is to research safety indicators in bad weather conditions affect,Computer language to handing for disaster early-warning and related control management level make base, the paper based on using Visual Basic programming language, The bad weather by waterfall model under the condition of expressway traffic safety prediction and control system design and realization.
