It is imperative for us to improve the modernization level of city management. The appearance of “city digitization management” solves various problems in the modern city management."digital urban management” is called " city digitization management" for short, which is a set of management theory, computer theory and technology, mobile communication, broadband network, gps, geographic information system and other advanced technology, and it is also a scientific and effective management method for modern city management. it can not only provide the unified basic information platform of urban management, analyzing and output for related information of the city management, but also satisfy the office and professional application demands from the related government departments of city management.in 2006 the national ministry of construction gives permission to the second batch of "digital urban management", including jiaxing, which is a city in zhejiang province. it is also the first batch in zhejiang province. At the moment, the countries and districts in jiaxing are all under implementation of the digital urban management work, including haiyan county. haiyan digital urban management project in accordance with the standard of city digitization management issued by the ministry of construction is based on ten thousand meters unit grid of city management. and it is supported by the updated information technology, which is to in accordance with the management operation, supervision and evaluation system to achieve the result of precisely, agile and efficient city management, to realize informatization, standardization, refinement and dynamism of the city management and to improve the level of the scientization and standardization of city management also to achieve long-term city management and normal management gradually.my paper is based on the "the information system in city digitization management" of haiyan county. it starts from the actual demand of modern urban management; expounds the analysis on the organization structure in detail, and business process, basic information of the data and its characteristics of the modern urban management, and builds models for the information management process according to different business example. based on the requirements of the system construction, this paper talks over the main functions of digital city management system, working theory of different sub-systems and the way how to operate them and also analyses the key technology of digital city management of haiyan.
