Water is the cradle of life, is to maintain the life of the indispensable material, is the basis for human survival and development. With the rapid development of industrial and agricultural production in China, the waste of water resources, pollution of freshwater resources reducing increasingly, grow with each passing day, while the formation of water resources and the distribution of space-time, at present all of its development and utilization is more casual, water resources management has many shortcomings, in the water resources information management system, information collection, processing and dispatching decision information is lack of intuitive, comprehensive data and information to support.In this paper, aiming at the above problems, the Fujian water resources planning and management information system as the research object, the architecture and construction by combining C/S and B/S, using the C#.NET framework and SQL Server 2005 database. Make full use of database information processing technology, geographic information system(GIS) technology, computer network technology, in accordance with the unified format, the establishment of Fujian water resources planning and management information platform, deploying applications on the server, the database deployment on the database server, users only need to remember the application server address, you can access the application through the browser, master water resources of various kinds of information in real time. The system realizes the integrated planning of water resources information maintenance, integrated water resources planning of query analysis and integrated water resources planning information release and other functions, can be distributed, real-time query water resources sectors of water resources through the actual function of water, and anticipate future water supply capacity, water demand of the industry, in a timely manner water resources planning, water resources and provide important support, the maximum improve work efficiency, realize the information resources(including data and documents and graphics) reasonable storage and extraction, use, the realization of arbitrary information query function.
