As an emerging strategic industry, the Internet Of Things(IOT) is widely applied in logistics, transportation, industrial, agricultural and other traditional businesses. Also, as part of the upstream technical basis of the IOT business chain, Beidou satellite navigation is one of the key industries our nation plans to develop. The IOT technologies equipped with beidou satellite navigation, GPS and Geographic Information System(GIS), have broad agricultural application prospects. How to utilize the satellite positioning, sensor monitoring and other technologies for plot management, precision farming and crop yield estimation, becomes a hot research topic of agricultural IOT.Along with the improving of the information level of sugar companies and sugarcane farms, the demand to efficient plot management using graphical GIS is growing fast, This thesis studies the sugar enterprises’ farming plot management based on the Beidou satellite navigation and GIS technologies, and focuses on the implementation of the road and plot acquisition and definition, thematic map definition and management, cane yield prediction, precision farming and decision analysis, and so on. The system development includes the autonomous WEB GIS engine and the GIS engine of mobile terminal with the ArcGIS vector data and raster data, JavaScript open-source framework of the OpenLayers and the open-source technology. It improves and extends the algorithm of polygon extraction and thinning, and builds the spatial database using ORALE 11 G SPATIAL. It also constructs the large scale GIS database for the fine rural road network, field and plot by using the functional modules and mobile terminals. The system can accomplish the acquisition of field data and the vectorization of plots and objects for the sugar enterprises, and provide the data and technology guarantee for the sugar refineries to realize precision agriculture.According to the principles of software engineering implementation, this thesis discusses and implements the project in detail by several ways such as demand analysis, outline design, detailed design and realization, system test and so on. It especially does the detailed study on the system target of plot management and function realization, and designs and realizes four function modules such as information management, management of plot and planting, intelligent mobile phone terminal and back-stage management. The system has been implemented in many sugar refineries, and has greatly improved the management accuracy of the sugarcane planting lands, yield prediction, land usage planning management and cut-transportation flows. It has won unanimous praise from all the enterprises applying the system.
