At present, the scale of our country highway construction has reached a high level, according to the national transportation conference in 2014, the traffic mileage in national highway has reached 104000 kilometers. Obviously, the highway management in traditional way, the software system which operated scattered and independent already can not adapt to the needs of the modern management. So, it is very urgent to find the way on improve the management level of highway, the rapid processing ability when respond to emergencies, and provide the public traffic information timely.Currently, the highway management involves many department, such as road administration, maintenance, command, each department running is divided into different area and road, that cause information sharing became poor and inefficient, road congestion became higher in frequency, longer in time, slower in emergency disposal owing to the first first-hand information was not promptly and effectively acquired. Therefore, building a unified information management platform, realizing the road information visualization and integration, is an effective way on improve the quality of highway service and implement modern management.With the demand of highway management, this thesis take hunan expressway as an example, design and implement a highway information management system through GIS and Internet of things, which combine roads emergency command, road patrol, road maintenance, public inquiry together. The system use GIS to achieve a visual expression on backbone network and affiliated facilities, generate automatically the thematic maps and statistics; introduce 3G mobile patrol and GPS positioning, wireless video acquisition technology to implement information dynamic update rapidly, provide the most timely first-hand information for macro policy makers. After the system test, the effect is good, that offer a unified management platform in the highway emergency command, road rescue, road maintenance, and have a certain representativeness and demonstration among the same industry.
