With the rapid development of the economy, as the brunt of highway construction is rapid development in recent years, Heilongjiang Province highway construction has beenrapid development. Highway management methods and management tools to highway management department proposed new requirements and research objectives.The use of modern scientific management is imperative, along the road traffic (including highway mileage, technical grade or pavement level and statistical work stand-alone software business processing, by e-mail, or mail the disc or artificial submit betweenthe Department of Provincial and data exchange of the province, there is the problem ofstatistical reports data processing efficiency and less secure, timeliness, flexibility and accuracy of the poor, can not meet the need of economic operation analysis of transportation, and the transportation industry management industry run state control over demand.The main work of the paper include:Firstly, Analysis of the status quo of Heilongjiang Provincial Highway, the existinghighway management information system and the system is made to open the keytechnologies needed in the process, and the theoretical basis of the key technology in-depth research, including: Geographic Information Systems (GIS), ArcGIS software, ASP.Net, IIS, and spatial database technology;Secondly, to further the status quo of the Heilongjiang Provincial Highway and road the day-to-day management of the research, the necessity and feasibility of the systemconstruction, system functional requirements, performance requirements of the system,the data requirements of the system, a comprehensive analysis of identified system design goals and mission objectives;Thirdly, on the basis of the above studies, system design and database design to determine the Heilongjiang provincial highway management information system;Fourthly, comprehensive test system.
