Since the 1990 s the introduction of the concept of HSE management ability, it has become an important indicator to measure the competitiveness of the oil and gas companies. China’s petrochemical enterprises began to gradually improve and perfect the HSE file system, regulations and performance appraisal system. Currently, because of HSE performance appraisal rely heavily on expert experience, lack of objective,scientific, unified performance appraisal process, the gap between HSE management level of China’s petrochemical enterprises and foreign still larger. In view of the existing problems of China’s HSE performance appraisal, combined with the actual situation of petrochemical enterprises in China, This article is designed as the core index to HSE performance appraisal system.This thesis analyzes the demand for HSE performance appraisal system in detail,identify index screening, the index weight assignments, performance score statistics for the function module. First, we introduce rough set theory and fuzzy mathematics to solve the above core modules. Based on the research literature, this article determines the HSE index of discrete rules, achieved the mathematical expression of HSE index,laid the foundation for the application of the algorithms. Second, rough set theory is used to construct HSE index screening algorithm, to enhance the rough set knowledge granularity, weaken the equivalence relation into fuzzy equivalence relation, to change dependence indicators to the size attribute importance, transform the index filtration process into index matrix reduction process. Third, we design the method of combination weights algorithm based on rough set theory and Delphi method, it takes into account the expertise and ensures the weights assigned objectivity, HSE index of objective weight and subjective weight is contacted by empirical coefficient, it enhances the flexibility of index weight assignmen. Forth, HSE performance score consists of the record for execution, temporary task progress and the performance score of achievement under the constitution, after the normalization of HSE performance score, fuzzy matrix is used to evaluate it, fuzzy comprehensive evaluation results, according to the principle of maximum subjection, determine the level of evaluation, which includes world-class level, excellent level, proficiency level, awareness level, basic level, instinctive level,etc.This thesis introduces the HSE performance appraisal system of the overall design,database design, main function modules and implementation process, this system is developed by Ruby on Rails frameworkt. By the HSE performance appraisal system,petrochemical enterprises can scientifically evaluate staff HSE management ability,strengthen the staff’ HSE awareness and improve the HSE management level of enterprises.
