The requirement management means that planning & controlling the whole process about the management activities to put them into effect. These activities include recognizing & finding the requirements, planning the order of the implementation, organizing the resources for the process of implementation. All these activities have higher significance either on economic or realistic practice. Being the huge holder, Telecom enterprises have too much IT systems supporting external customers or internal users. So it’s very important for this article to discuss very clearly about the way to investigate & conform the business processes, manage the business data during the process of implementation, to reach the aim of clearly management & examination. Research about those topics can help the Telecom Enterprises not only improve their competitive power, raise the business ability & working efficiency, but also provide the experience of establishing the requirement manage platform.This article mainly discusses the way of establishing the rules about the business process of the requirement management, establishing the standard for the rules according to the Telecom Enterprises, putting the advanced idea from the ITIL concepts into the rule standard, using the form of process flow, table frame, investigate table from the ITIL concepts,to implement the standard description about the total process of requirement management, such as the content of KPI, the report form and origin of the business data.This article also describes the details about the way to carry on the requirement about the IT systems from any internal departments of the Telecom enterprises, implement the electronic process of the requirement management & distribute document,based on the enterprise-level rule standard; then analyzes how to implement the management function about the requirement’s workload, performance(including the degree of timely, satisfaction of carrying on the requirement, realization of the requirement, etc.),the subsequent announcement of the new functions according to the requirements, delivery of the operation.Practice about the requirement management and the IT appliance in Si Chuan Telecom had already became one of the valuable experience of IT service management. In recent years, Si Chuan Telecom had exchanged & discussed the experiences many times with the technical engineers of other Telecom enterprises and HQ’s technical institute. The experiences had produced good effect about pushing forward the implementation of establishing the business rule standard, internal role and duty for the whole trade.
