It divides the technical framework of operational system into four levels:foundation layer, presentation layer, integration layer and service layer.In the design process of system database, it studies from many aspects, such as, data storage, data process storage. The interaction of client is using the Javascript and HTML.At the same time, it also can compatible with IE. The operational system application of server builds on the standard J2 EE platform, and realizes the business logic with external system. This system can seamless joint with net bank of commercial banks, and real-time query the detailed bank transaction information of the company. Meanwhile,the definition of key index in the capital monitoring system can real- time monitor all kinds of information. The corporate headquarter can use this system to control and manage capital information of the company, and create the effective management form.So, in the system of centralized management of funds, it can define the key index to real- time monitor the information. Especially, it uses the internet technology to realize the electronic data exchange between the units and banks.
