The Development And Implement Of Government Centralized-Paying Financial System Drived By XML

On the foundation of the Internet Development, and in consideration of the reformation in financial department in China, this paper designs a configuration of Centralized-Paying financial system, where XML is used as a kind of standard of information exchange and semantic description. And this system is designed as a distributed WEB application which is realized with ASP and the Component technique, regarding XML as standard of data exchange, with n-tier structure,and has the management function of accounting center in government.Considering the huge difference in the material operation of the county government, we design the Count-Edition and Village- Edition. The former will be applied in financial departs of all budget units in count and the latter in the countrysides which are belong to the former count. The twin systems run independently and latter sends the worked voucher data to the former through the Internet after checked everyday. By this way the count can complete the centralized- checking of all budget units at the same of completing the centralized-paying of all directly-under budget units.This paper introduces the key technique used in the system, analysis the function of the modules and the data exchange between the foreground and background, complete the system construction of the system unit and the design of the workflow, and gives the structure of the key data. Finally this paper explains in the detail some key technique that data exchange realizes. So though the Internet, the relative government can realizes the Centralized-Paying management of the funds of the underling budget_units which are perhaps extensively located in the network position or the geography.
