The Design And Implementation Of Finance Payment Management And Information System For Fuqing

With the rapid development of China’s market economy and the gradual establishment of the public finance system, for all levels of government agencies(such as the Fuqing City Bureau of Finance), how to manage, conduct, edit, process and release their information by using the existing technology and equipment and how to build their own financial information platform and integrated financial payment system flexibly have become increasingly urgent. The issue comes from the practical application project: Fuqing financial payment management information system. This project is mainly designed for Fuqing Municipal Finance Bureau. Accordance to the general methods of software engineering, this paper researched and developed the system by four key steps from requirements analysis, architecture design, detailed design to system implementation.The main contents of this paper are:(1) Analyzed the problems of financial payment management information and research status, described the research objectives, significance, research methods and innovation, and developed the organizational structure and the framework arrangements.(2) Described the theoretical basis and the key technologies for the system in this pepar. They were the software development methodology, management information system, B /S architecture model, Struts and MVC design patterns and SQL Server database technology.(3) Describes the current financial payment status of Fuqing Finance Bureau and proposed the system goals. Analyzed the feasibility of the system on technical and development environment, and analyzed the relevant business processes of the financial payment, discussed the functional requirements and the non-functional requirements of the system.(4) It designed the key functional modules of the fiscal payment information system; it analyzed and designed the system from some aspects such as the core classes,MVC system, and database and security mechanisms.(5) After the pre-development work of the financial payment management information system, it had a study of the implementation and elaborated system networkarchitecture, functional modules, query optimization and realization of Struts applications.The system uses an object-oriented modeling language UML and MVC design patterns to express. It used the layered idea in architecture, and provided an integrated framework for each level in order to reduce the dependency and facilitate later expansion. By researching the actual needs of the Municipal Finance Bureau, the paper made these functions such as the financial office management; financial planning management, financial management and financial payment facility management become true and established a unified network management platform for the Municipal Finance Bureau.
