With the continuous improvement of people’s living standard in our country,listening to the radio or watching TV is an important activity at people’s leisure, the backward analogue television and radio seriously mismatch with people’s high quality diverse spiritual needs. In order to resolve this contradiction, our country steps up in construction of transmitting stations so that we can effectively improve the coverage rate of remote areas. However, the broadcast accidents, with a high exposure rate in recent years, have a negative influence upon the society. How to improve the quality of radio and television, pursuing a high-standard of new stations’ construction, is now an urgent problem we face with. As a solution to these present problems and a way to reduce the cost of operation and maintenance, the monitoring system of transmitting stations arises at the historic moment. Then, the management model of scattered station in monitoring system has become a new hotspot of research in the field of television and radio.In this paper, according to the business requirements of the transmission system in special circumstances, the development platform, based on.NET Framework technology, is introduced to realize the users’ functional requirements. The system combines ASP.NET MVC 3 and Entity Framework, and introduces distributed cache and MS SQL Server 2008 R2 as a bridge for interacting data. At the same time, the system is divided into three modules to realize. In order to realize the multi-stage monitoring and the requirement of mobile office, we adopt the design pattern of Browser/Server structure, deploy the servers as the distributed schema and design a framework as tree structure for multi-stage monitoring. So the system can have a reasonable arrangement for each part of the business functions to improve its processing efficiency.Each underlying module of the system is designed as an independent component.Then they cooperate to realize the business requests from the upper application by data interaction. As to these different types of problems the system face with, it deeply utilizes the function of XML profile to achieve extension or upgrade in minimum cost.Moreover, by using the characteristic of HTTP server, a data service is regarded as a network resource so that the system can orderly manage different roles and resources.This system can be used in LAN environments by the monitoring center of the city or county. It can not only run independently but also run in a network of the multi-stage monitoring. It focuses high reliability, strong extensible ability and easy maintenance in one and provides strong support for ensuring the safety and efficiency during broadcasting radio and television programs.
