Currently many domestic systems have achieved flash flood early-warning function. Meteorological departments and geological disaster monitoring departments use these systems to make good early warning and forecasting. Among these systems, Swan system is a core flood early-warning system. The system is widely used in all provinces in China. Swan is a secondarily developed system based on Micapse system. Since Swan system is a national unified platform, it cannot meet the local needs of all provinces. In order to provide better personalized services, the secondary development of Swan platform is studied in this paper, in order to meet the specific requirements of JIANGMEN on flash flood per-warning.After the analysis of the background and significance of the platform’s development, trend and direction of similar systems are discussed. Clearly the content of this study includes Swan platform interface technology and plug-in principle research; application of Win-form framework in flash floods system; the principle of network communication; research of landslide monitoring warning process, small rivers, mountain torrents; integration of various early warning signal transmission mode. After the system related technology is briefly introduced, the demand of the system is analyzed in detail. The functional requirements of the system to the non functional requirements are described. Then according to the development step of the software engineering, the design of the system is described in detail. Firstly the platform architecture system is explained, the relationship between the system and SWAN, database and other components are clarified. Then required for the system’s database is designed, and with QFE file data table five data table as an example, the design and composition of field data table are explained. According to the correlation functions of the system, the system is divided into data per-processing subsystem, data communication subsystem, product generation subsystem; display subsystem and warning products production and delivery system and so on five subsystems. Then for every subsystem function modules, and design are described in detail. And product generation subsystem, display subsystem and alarm products production and transmission subsystem of C# programming is introduced as an example, and gives the running screen shot. Finally, the test content of this system is described, and a number of test examples are given.After establishing the platform, a real test is conducted in the Meteorological Bureau of JIANGMEN, the test results are good and facilitate the operations of clerks, providing an effective support for flash flood early warning.
