The development tool is ECA business platform based on SOA. The platform adopts the C/S structure of design patterns. Sql server is selected for database system. Development process uses object-oriented modeling method. The quality management information system was designed and implemented combined with the production process.The system mainly includes quality information collection, processing, output, assessment and system maintenance. It also achieves business integration with project management system and human resources management system through the interface.This topic mainly researches the design and implementation of quality management system. First introduce the quality management theory, the ECA development platform and SOA technology, analysis the feasibility of related theory and technique in project application.Secondly, through the investigation of present situation of business process and information of the institute, considering the overall goals of quality management system for the institutes, research to establish the business model of quality information management. Then according to the requirements, introduce the quality management system implementation method and testing process of the main modules in detail. Finally realize the quality information integration of different sources, and build the quality information database of the project and the staff.
