The human capital is formed through investment. The training is one of the primary investment ways. As the basic method of investment and development in human capital the training is gaining more and more attention by the businesses and organizations. A lot of practice has proved that the targeted training can improve the employees’ business level and comprehensive quality quickly. Study while in service and training are the effective ways to build a high standard and efficiently managed team. The evaluation of training quality is one of the important links in the construction of training system. Based on the goals and needs of the organization it utilizes scientific theories, methods and processes to collect information and data from the training and determine the values and quality. Thus it is especially important to manage the training system scientifically and standardly.With the fast development of meteorological service, the deepen reform of education and training for talented people and the large scale launch of the training of the working staffs in meteorological departments, the quality and efficiency are gaining more and more attention of the meteorological organizations. The scientific and effective evaluation of the training results is very useful and meaningful to the meteorological organization to fully understand if the training is helpful to improve the quality of the staffs in the meteorological departments, how to improve the training projects and push the development of meteorological service. Due to the constraint of the geographic location of the trainees and the incompleteness of the training evaluation system, the meteorological education and training evaluation is quite limited. With the widespread of the Internet and the establishment of online training system of China Meteorological Administrator this project tries to utilize Kirkpatrick four-level evaluation model, combined with the characteristics of meteorological education and training, to build a meteorological education and training evaluation model. It will apply the Java technology to develop the corresponding platform to ensure the meteorological education and training evaluation can proceed in scientific and orderly way.This thesis suggests an overall architecture of the evaluation platform by analyzing the practical development of the meteorological education and training evaluation work. The architecture of the evaluation platform is based on Java technology opening source framework and modules, including the logical structure, physical structure, function modules, and design of the database platform in detail.It focus on generic interface, data acquisition, document management and the realization section management module content of the management subsystem. It has plenty of functionalities and flexible configurations. It is very user friendly and expandable. Adopting the building mechanism described in this thesis can improve the scientific and standardization of the training evaluation. It can further improve the quality and increase the benefit of the training, and make the developed system easy to administrate, maintain and expand functionalities so the system can meet the needs of large scale training by the meteorological departments.
