With the advancement and development of e-government work, government departments at all levels have gradually constructed and accumulated a large number of important affairs handling information systems. As the information aid and support tools, these systems are used to promote urban management and public service. So it is vitally important to keep them running continually and stably. Once they are not working properly, it will seriously affect the normal operation of the relevant government departments, particularly in relation to services for the public. Endless faults and emergencies have no longer been able to be well dealt with by traditional mode of operation and maintenance. Therefore, with advanced techniques and scientific methods of management, trying to improve the quality and the level of system operation and maintenance, has become a key link in the e-government management and control of the operation and maintenance services, which is also an inevitably important job at this stage. That with a very high value, introducing the research and development of service delivery system into operation and maintenance services, based on the e-government extranet network of Chengdu, can effectively regulated the workflow, greatly improve the efficiency of management and reduce the maintenance risk.The purpose that apply the internet-based operation and maintenance service management platform to practice is to explore and establish an effective maintenance management process and collaborative mechanism, make workflow standardized, so that we can provide a stable and sustainable service for e-government transaction information systems. With this new service management model, an orderly environment, breaking away from the limitations of time and space, can be created for the support unit of operation and maintenance management services, to significantly improve the service capability and management level, drop the management cost, so that users can participate in the activities of operation and maintenance services and management according to different roles and authority.This article mainly discusses on the B/S(Browser/Server) architecture e-government operation and maintenance service delivery system, which is designed and developed using JAVA language, J2 EE technology platform and MySQL database. Firstly, the article explains the significance of the project research, integrating the circumstances of the author’s workplace with the development of operation and maintenance management system. Simultaneously, it makes an analysis on the present situation and development trend of such management systems at home and abroad. Then starting with requirement analysis, the system development defines the function demands on the system architecture and the management of operation and maintenance service delivery. Based on the principle of workflow guide, we have designed and completed the principal function modules of service desk, service process management, service design, system management, knowledge management, numerical statement and so on. As for the system security, we adopt technology of SSO(Single Sign-On), user roles and permissions control to achieve effective data separation.So far, the system is doing running test at the author’s workplace. Both research and practice show that the e-government operation and maintenance service delivery system, which is developed based upon B/S structure, has a highly practical value. It runs stablely, safely and reliably, and essentially realizes scientific, streamlined and standardized service and management of operation and maintenance.
