Research And Practice Of Public Security Services Supervision Information System In Zhejiang Province Based On VPN

With the rapid development of public security services, especially the enforcement of the Regulations of Public Security Services issued by the Department of Public Security in 2010 and the opening of the public security services to the society, there has been substantially increasing number of the public security companies and personnel. At the same time, the functions of the public security organs have been transformed. They used to sponsor and direct the public security companies, but now they are just mainly supervising and managing the public security companies. So the traditional public security working methods can’t meet the demands of the complicated supervision and management of the public security services. Therefore, it is of practical and social significance to develop and construct the supervision and information system of public security services, which covers every aspect and every link in the process of supervision and services of the public security so as to realize the scientific, standard, dynamic management and improve the supervision efficiency and the level of public security services.Based on the deep understanding of the working demands of the supervision department of the public security organ and the public security working units, this thesis synthetically studies the requirements of the professional requirements and information processing. A monitoring system of public security services has been designed, which enables public security working units to collect and submit data and the provincial public security organ to put the data together. Based on VPN Network, this thesis puts forward a general design plan aiming at the key and difficult points of the wide range of public security working units and the data exchange of inside and outside network. By using J2 EE Platform and Spring+Struts+Hibernate Open Source Framework, it also achieves the informatization of public security services and supervision, establishing networking supervision system among the public security organ and public security working units, public security training units and the units recruiting security personnel on their own.By theoretical analyses and practical application, a set of public security services supervision system has been designed based on VPN technology in the domain of the police. The system is made up of two parts, namely, provincial public security services supervision system and social information collecting management terminal. Through this system realized in this thesis, provincial system can examine and approve all sorts of professional work of public security supervisions, such as the approval of the administrative licenses, centrally process the public security services supervision work in the whole province and gather the data, receive the data submitted by social information collecting management terminal, share data and cooperate with other application systems in China’s Golden Shield and basic information resource databases. The terminal system can complete the unit-related information collection and professional work processing and submit the data safely to the provincial public security supervision information system through VPN.So far, the system has been working in the public security organs in Zhejiang Province. The application has proved that the system has met the qualification of the project construction, improving the administrative efficiency of the security supervision and services of the public security organs, advancing the standardization of the administrative enforcement, and further pushing forward and strengthening the informatization of public security services.
