With the progress of contemporary economic, social and technological, the level of social quality of talent is gradually increasing in demand, which only paying attention to the students’ school course scores becomes, the current society gradually increase the overall quality of the requirements, especially pay attention to the students’ actual problems and creation. With the idea of social demand for people to change, therefore, in the process of Chinese higher education reform should pay attention to cultivate the students overall qualities. Therefore, how a full range, reasonable, fair to improve the students’ overall quality evaluation, verification of the occupation is cultivation of links, but to promote the key content optimizing cultivation mode, is now all the institutions of higher learning problem of all-round quality education needs to process.This paper is based on college students, colleges and universities in the employment assessment of the situation now is in the defect guidance level, after detailed research universities in the employment level and the Department of human resources of the specific requirements, the use of 23 horizontal elements to evaluate talent that universally applied, for reasonable detection finally got all the elements of the score on the application of analytic hierarchy process, the evaluation standard system of scientific and rational, in accordance with the specific requirements of the different human tissue, all ability factor design reasonable proportion, but also to give some explanation, to ensure that the assessment result objective and fair. Processing assessment knowledge based mechanism, the characteristics of employment guidance itself linked to develop a satisfied Delphi and Access databases require employment ability evaluation mechanism, which is scientific and reasonable regulation on it.In this paper, the mechanism and system construction to further test and verify, this software has very strong feasibility and operability. This system can meet the employment ability assessment more objective requirements, to promote employment, automation and scientific institutions in higher learning process.
