With the development of urban and rural construction, expanding residential areas and increasing tenants, the traditional property management model no longer meets current needs. Community management can be handled by the advanced computer technology and network technology efficiently; therefore manpower, material and financial resources can be minimized. Network-based Campus Operations Management System can store large information easily, handle the statistical information conveniently and save for a long period of time, and cost less. It can change district management model to meet the needs of new residential construction. Thus, web-based property management system is a great deal of research and practical value of this thesis.Through the investigation and analysis of the modern some of the city’s property management system, it found that it has many issues like irrational designs and/or not fully optimized system functional designs, and it is not widely used. This thesis designed a WEB-based community management system to meet the needs of a modern community management, to provide essential services to residential tenants and managers of community.Firstly, in this work, the development of the property management system is investigated and analyzed, and based on it the requirement and the content of the paper was decided. Secondly, the relevant technical systems were introduced, the system requirements was analyzed in detail, the system architecture was constructed, systems function case diagram and business processes was elaborated, the conceptual model of the system was designed. The system uses ASP technology and SQL Server 2000 database to achieve a network-based residential property management system, including property management, basic information management and personnel management. After the system design is complete, the system function was tested. Test results show that the system meets the requirements, the desired goal was achieved, and the management efficiency was improved.System achieved community administration Informationization. It has good interactivity, security, platform independence and scalability. Experimental results show that, when WEB-based management systems is used, the risk in the traditional enterprise management model is effectively avoided and handled, and the management efficiency and quality were greatly improved. This advantage shows the district management system has a great potential in the future.
