Shatin Community Management System Digitization

With the stability and rapid development of our country, the process of urbanization becomes very fast. Because of the improvement of the living standards, the requirements of the service and its quality for the community become more strongly. At the same time, with the development of the computers and modern communications technology, information technology lives with people's life and work together very well. Information has played an unprecedented role and becomes an indispensable resource. Furthermore, with the rapid development of community scales, the projects of the original service have been insufficient to meet the increasing material and cultural needs, such as community health, culture, security , information, landscaping, health care and so on, which are close to people's lives. Therefore, the concept of full-service in the past can not include full range of community work, and can not solve the weak problems in grass-roots social. In the aspects of digital community building, Beijing, Nanjing, Shanghai, Qingdao, and other cities are taking active and innovative practices, and obtained preliminary experience in community building. The State Council in 1998 gives the Ministry of Civil Affairs the functions of"guide and management of community services, promote community building". Establishing grass-roots social service network, improving the community and residents quality of life and improving social management system are very significant in promoting the work of community building.In this paper, the digital systems of the community are summarized as follows:(1) We have analyzed the concept and composition of digital community building. as well as the key technologies used in community. Furthermore, we have introduced the sources and characters of the .NET platform. The advantages and roles of C# are analyzed in detail in the paper.(2) Sha Tian community has selected as a object digital community in the paper, we have conducted detail research and needs analysis, and the corresponding survey report is also given. Thereafter, we have researched on the standards and principles of the digital design community. The Sha Tian community is divided into five modules, that is, population management module, system management module, VOD service module, system convenience service module and GIS services module. The facts have demonstrated that the division and classification of the system is reasonable.(3) The management of Sha Tian community has been studied in detail. One major problem for digital community is how to manage and maintain the system when it is running. We have studied the management objectives and characteristics of the community, and the relationship between system management and the system structures.The building and research on digital community which is related to the national economy and society development. Build digital community, it is not only can enhance the city's image and competitiveness, but also can optimize the allocation of resources which can improve the service levels.The framework of the digital community presented in the paper can be a reference for building other digital community in future.
