With the rapid development of Chinese economic, it has successively launched meteorology satellites, resources satellites and marine satellites and so on, by now, along with the rapid development of computer technology and social geographic information system(GIS), contury urgently need to build information systems to be able to use satellite resources to analyse and manage, particularly in land and resource management. Traditional land and resources management has arduous and verbose. Therefore, it can not achieve real-time monitoring, moreover remote sensing satellite data has a huge amount of data, complex structure and many species. So, this paper presents the management of land and resources for the management of satellite images is a very important significance for monitoring land use and enforcing inspection of law, so as to reduce the workload of the staff, and to achieve scientific and standardized management, to further improve the work efficiency.Based on the research of the system and implementation process, covering the relevant technical and theoretical introduction to research and develop the demand for land and resource management analysis to design system and detailed database and detailed design of sub-functions.And technical aspects of the platform, the system is based on. NET platform environment, which using ASP.NET MVC architecture and WebGIS technology combined with ASP.NET technology and ADO.NET and SuperMapIS.NET Secondary development and other related technologies to achieve a satellite image management and law enforcement management and other major related business. Among them, the difficulty of this system is the satellite picture of the data acquisition and related business logic. We combine SuperMap SDX + spatial database engine to transform the huge cost of the system image data into the required data format and develop a set of detailed system design technical solutions, so as to build the development environment.Finally, according to the Land and Resource Management business requirements analysis, design a system based on SQL server 2005 database with SuperMap secondary development platform. Achieved different users have different authority and testing and optimization the system, ensure system integrity and reliability. Meanwhile, achieving a reasonable functional requirements, e.g. the satellite image management, law enforcement and inspection management, data query, data collection and so on. The system improve the management level of relevant staff and achieve high efficiency, low cost, service information of the standard.
