Various types of micro base station and femto base station are introduced in the LTE wireless network to solve problems under edge coverage and hotpot coverage. It leads to a heavier interference in Heterogeneous network than in Homogeneous network, which will reduce system throughput, waste base station energy and let the network efficiency becomes low. An effective way to reduce energy consumption is radio resource management mechanism. We can reduce system interference by using the downlink frequency resource scheduling strategy, Interference coordination strategy or other advanced techniques, e.g. Enhanced inter cell interference coordination scheme(eICIC) have been put forward in 3GPP standards. This paper argues the downlink frequency resource management in Heterogeneous network, and based on it this paper proposes IO-RAP frequency resource management scheme for Macro-Micro base station’s high interference in Heterogeneous network. This scheme solves the eICIC’s deficiency, reduce the base station interference and improve the overall system energy efficiency.The frequency resources management has adopted thoughts about coordination disturbance. It is hard to meet the Request of higher spectrum efficiency by simple improvements in link level. We should find an effective way in system level in the whole network system. This paper argues cooperative communication between Macro base station and Pico base station. Before carrying out the cooperative communication, we need to determine the entire network architecture. This paper firstly studies the Pico deployment plan which set the energy efficiency as priority target. After comparison of different Pico deployment network scenarios’ energy efficiency, we find an optimal Pico deployment strategy. This paper proposes a Macro-Pico cooperative scheduling scheme based on type of service. The base station can schedule user based on the user’s type of service. It can get ideal energy efficiency and meet the users’ requirements for the quality of service at the same time.It is necessary to get an accurately system throughput when simulation and verification the frequency resources management or collaborative business scheduling. The most universal simulation platform often simulate link model by using the simple formula, which is convenient and efficient. But the results such as throughput are often very far from real results because of the approximate calculation at the system level platform. It does not apply to Heterogeneous network because of its complex network architecture and serious interference. This paper developed a link level simulation platform. Then compared two ESM methods and corrected AMC on this platform. At last map throughput from the link level to the system level. This map not only reduces platform operation time, but also ensures the follow-up work completeness and authenticity of data engineering.
