The increment of user's number and the emergence of new service's type require the mobile communications system improve its data-transmitting-rate, stability and reliability. Expanding the bandwidth and enlarging the signal's power are the direct ways to realize that goal. But the available way is improving the efficiency of radio resources, because radio spectrum and power are the sparest resources in mobile communications system.Resource scheduling algorithm is used to allocate system resource, with the intention of enhancing system efficiency and guaranteeing Quality of Service (QoS) requirements, in mobile communications system. A priority based fair scheduling (PBFS) algorithm is proposed in chapter 2, based on the analysis of three classical packet scheduling algorithms and the principle of resource scheduling in mobile communications system. The simulation results with system throughput and packet discarding ratio of PBFS are also give in that chapter.Power distribution strategies appeared with Multiple-Input Multiple-Output (MIMO) technology in mobile communications system. In order to enlarge the channel capacity of MIMO system, the power of transmitting signal should be dynamically distributed according to the channel information. A joint algorithm of resource scheduling and transmitting power distribution (JASPD) is deduced from the Hybrid Radio Resource Management (Hybrid RRM) in chapter 4. Then JASPD is simulated with the performance of system throughput and packet discarding ratio concerned.In chapter 5, the design and implementation of radio resource management software for GMC-TDD-xDMA demo system are described, which includes resource scheduling, power distribution, Ethernet packet capturing and sending, realization of PPP protocol, data exchange between MAC and dual port RAM in FPGA, system controlling and monitoring, etc.
