Mobile communication systems nowadays are primarily designed to provide cost efficient wide area coverage for a rather limited number of users with moderate bandwidth demands (voice + low rate data). Whereas consumers tomorrow would expect to receive varied broadband services from mobile network as well as they did from fixed one. Thus, researchers worldwide began to develop an integrated open system that would provide users with all kinds of multimedia services, which is called Beyond 3G(B3G). Since any wireless communication system is limited in radio resources, efficient Radio Resource Management(RRM) strategy is indispensable for the arrangement of complicated channel and network resources, and the assurance of Quality of Service(QoS) for different applications.This paper introduces current main technologies of RRM, discusses key technical points on the allocation and effective usage of wireless bandwidth resource, and then offers new proposals in multiple access scheme, which closely affects the uplink bandwidth allocation, and scheduling scheme, which is also important in bandwidth resource management. Moreover, this paper discusses the meaning of data link layer retransmission scheme to the effective usage of bandwidth resource.Based on detailed illustration of the strategy designed, a simulation system is established to verify it, which shows the strategy designed is satisfyingly high in bandwidth allocation efficiency, and is capable of providing diversed transmission delay assurance for varied services with differentiated requirments under the QoS frame of the B3G system .
