For the Re peated construction of information systems, we will complete the off ice system strengthen the security building of Mi nis try of Transportation based on the complex process of document bus iness processes and E-government informa tion release requir ements. With the rapid ec onomic development and continuous improve ment of int ernational status of China,we have bec ome the targe t and focus of variety of intelligence theft. The leak channel increases and theft and ant i-theft have more characteristics of high- tech contend. This article designs and specifi es security issue s of information system construction wit hin the Mi nistry from the tec hnical, mana gerial and organizational.The system in this pa per re quires seamless ly connect with the cur rent pr oject and increment al busi ness system of Ministry, such as fi le system, gover nment information intr anet management system et c. Use r s log in the OA sys tem through informati on protal and access al l the system of mutual trust with one identity. We i mpr ove the exist ing OA s ystem according to t he business nee ds. This pape r mai nly a ims at document processing workflow and desi gns and implements the proce ss of document s handled in the course of document circulation with va r ious needs of leadership and staff. For the openness and confi denti ali ty of E-governme nt, the system fr amework re quires flexi ble architecture and adapts to the changing needs. We use the hybrid B/S and C/S structure s o that we can guarantee the opennes s of E-government and prevent the le ak of governme nt informati on.We analyzed the complex workflow requirement s of Ministry of Transportation office system in this paper and i ntroduced a s olution of the design and implementation of document handle d. It needs "one-station" offic e on government process flow includes documents trans ceivers, inquiries, conversions etc. To change the traditional workfl ow and institution completely and make the government management model connect to adva nced internat ional management. The system requi res the architecture flexible and able to a dapt to different needs. The functions of software devel opment is mainlyconc entrated on appl ication layer includes data processing layer, document management application layer. The data-processing l ayer i s base d on large-scale r elational database and the applicat ion layer is oriented business logic of doc ument processing. We impleme nt the countersign, multi-level funct ion in the proc ess of document transfer r ing.Thi s paper completes a valuable document mana gement system on these existing platforms and original system and tests the s ystem in functional and performance.
