Since Chinese government approved to establish the Beibu Gulf Economic Zone in Guangxi, the logistics industry of Beibu Gulf Economic Zone has gained rapid development. However, it drops behind developed countries and other provinces and cities of China whether in logistics efficiency, service levels and quality or information technology, especially the logistics informatization has become a bottleneck restricting the development of Beibu Gulf logistics industry. The lack of information leads to resource waste, high cost, low efficiency, etc. in Beibu Gulf logistics. Therefore, to solve these problems and further promote the opening-up and development of Beibu Gulf, Beibu Gulf logistics information public service platform will be established according to the present logistics situation of Beibu Gulf Economic Zone. It will bring about the share and exchange of regional logistics information.The thesis first analyses the present research situation about international and domestic logistics information and public service platform. Then on the basis of the actual demand of logistics information construction of Beibu Gulf, the thesis decides to complete the design and implementation of software platform by adopting the B/S three layer architecture as system development, Visual Studio 2010 as developing platform, ASP.NET as programming language, SQL Server 2005 as database support. The thesis bases on the theory and design method of software engineering’s objects, and establishes the demand model and the function modules which are divided by UML. From the view of user, the author designs user registration and login module, information release and management module, information query module, online transaction module, transaction evaluation module, order management module, system management module, etc. Meanwhile, the detailed design and implementation process of each function module are illustrated by flow chart, system screenshots and key code. Finally, the thesis describes the system’s test method,and designs functional test, user interface test and performance test of system’s each function module. Test results verified that the system’s demand and design are correct.The thesis combines the regional characteristics of Beibu Gulf Logistics and the actual demand of logistics information construction, designing and actualizing Beibu Gulf logistics information public service platform. This platform can improve the integration level of regional logistics and the efficiency of logistics enterprises, reduce energy consumption and logistics cost, boost the Beibu Gulf logistics information construction and green logistics, fill the blank of the Beibu Gulf logistics information service and electronic commerce. To sum up, the platform has a very broad application prospects.
