The development tendency of modern logistics is becoming the informationization, the automation, the networking, the intellectualization, and the flexibility. Logistics information passes through the entire process, which realizes to enhance the operation efficiency, to reduce the operating cost, to strengthen core competitive power goal. Therefore establishing logistics public information platform based on the computer and the communications technology is the way must be taken to develop modern logistics.Urban Logistics Public Information Platform(ULPIP)can integrate various information resources such as business enterprise, owner of goods, highway, port, bank, maritime customs, the industry and business tax etc, and can realize data exchange and information share among the systems. The information among above systems can be exchanged and transferred by using the platform; it can satisfy the needs of different customers and the efficiency of logistics system.Firstly, the paper analyses the basic situation of logistics information platform both here and abroad, and analyses the existent problems of logistics information platform already built in our country.Then, the thesis makes entirely design for ULPIP. Analyzing the meaning and function of ULPIP from the components of urban logistics informationization, and determining the functions of ULPIP needed based on all using staff, and put forth the logical structure and the physical structure of ULPIP.After that, the thesis makes the research of data exchange platform, chooses ebXML as the basic construction of data exchange platform, designs the data platform structure and Collaboration Protocol Profile–Agreement(CPPA)file structure, analyses how to make data exchange both EDI users and non-EDI users.Afterwards, the paper analyses the operation flows of the warehouse management system, divides the functional modules, makes the data concept design and logical design, and establish the database of warehouse management system.Further more, the paper designs the ULPIP based on J2EE standard, and realizes part function. The paper has a certain extent theory value and practical significance for the development of ULPIP.Finally, According to the theory of ULPIP planning, and based on the actually extensive investigation, the paper analyses requirements for ULPIP in Suqian city, and put forward the construction of logistics information platform in Suqian.
