Communication technology, computer technology has been widely used in the field of management. Along with the extensive use of computers, using computers to manage information becomes the trend of social development. The efficiency of office is significantly improved by computer technology, also the development of communication technology brings great challenges and opportunities for education. Theoretically speaking, it is necessary to establish a management information system fitting in with its own characteristics based on information technology, computer technology. It can improve management efficiency and operability, but also can improve the function of information management and service of a department.So far, in order to enhance the strength and competition ability greatly of their own school, universities put a lot of money going into library’s resource construction. The collected books of university library arrange from hundreds of thousands to millions copies, but the educational resources and management level has no obvious increase and improve, and also the library management system isn’t realize the characteristic, streamlined and efficient. For example, the library management system of aba teachers college is buying from Government tender, after a period of commissioning test, the system was not so fine as we expected. The main problem are:(1) the managers of the library restricted by the professional, with the increase in the book storage capacity and the number of borrowers, the management of these huge system is very difficult and the library’s management tasks are more and mort onerous;(2) the existing system is not have reporting features and influence the function of library information management and service. This paper deployed a library management system that base on streamline and characteristic under this background.In order to achieve the above goals, we analyze the system requirements, the system characteristics, and the functional requirements; we designed the whole framework of the system on this basis, and planed the architectural pattern, background information to the database management system and human machine interaction of the management system; then, according to the actual requirements and design requirements of the system, we developed the library management system based on the analysis of the research and system general design. Last, the library management system using C/S(Client / Server) mode, the background database using SQL Sevrer 2005, development platform for Visual Studio, the design language is C#.From the point view of applications, this design of library management information system mainly contain reader management, library management, User Login, books circulation, analysis and evaluation of the system. The system makes the interface very friendly, operation very simple and maintenance convenient and the managers of the library easy to use.After the completion of system, application of theory and test tools online library management system to run the test, we found that the system can achieve the desired basic functions, stable performance, reliable, simple and efficient, Librarian managers through the system for effective management of the collection of books and also solute the problem of the books utilization.
