In this special case, the possibility of crisis in the social fields occurs dying to differentiation of social interests, multiple social structure and increasingly unstable factors. Natural disasters such as earthquake, flood and highly pathogenic avian influenza and other traditional risk factors still exist. The new risk factors such as laid-off for unemployment trust crisis, and moral decline in social transformation are increasing.In addition, the ecological crisis, terrorism, and high-tech risk associated with modern social risk factors are appearing gradually. Therefore, when the old balance is broken in social transformation period, the new balance is still not fully established, once the emergency occuring, it will produce a series of chain reaction and cause a great harm.7 ? 23 train accident is in the social transition that is in the teeth of the storm. In addition, the new media technology rises and develops unceasingly in recent years.With the development and application of blogs, podcasts, micro-blog, Micro message and other social media, these let the government expose some new problems which had never been become ever. With appearing and development of new media technology, it has brought a broader platform for the government, but also makes the government be multi-party supervision and restrained. The government should effectively use the display and disseminate information potentially, and response to the crisis effectively. 7 ? 23 train accident reflects many problems which exist in the way the government in crisis communication, and these problems present the obvious characteristics of the new period. In addition, the government spokesman has been denounced and questioned by the public in the accident.Even the crisis become more and more intensely, but also is fiercer than ever.
