To promote long-term healthy development of electronic bidding,1st, May,2013, the National Development and Reform Commission along with the state council promulgated electronic bidding approach and electronic bidding system technical specifications to encourage the firms to build their own platform. Nowadays, with the increasing of corporation assets, the cost is also increasing. heavy workload and high cost is the specification of traditional ways. Driven by the country policy and innner desire, build an electronic bidding system is of great significance.During the study of the subject, we study the bidding system in the market, the special demand of SMEs and bidding literature, so we get the demand of our system. Then we analysis and design our system. The main work of this period is the design of system framework, the partition of module and the design of database.J2ee has many advantages, which is the reason for the choose of J2EE. Front-end using the Jquery framework EasyUI. Finally, we implement the system’s core modules in detail from spring configuration management, presentation layer, control layer to model layer.The electronic bidding system has passed the test run. With the help of this system, the corporation can greatly improve the efficiency of resource allocation, reduce operating costs, optimize the allocation of resources, avoid waste, and ensure the bidding process is open, fair and transparent.
