With the rapid development of SMEs (small and medium-sized enterprises) in Fujian Province, the professional SME services team is growing day by day, and the framework of the service system for SMEs has been established. But problems accompany the development of the service system. For example, the service resources are dispersed, service specification is not perfect, and the service quality is to be improved. This needs establishing a service platform that collects service resources and standardizes service market so as to provide a useful, available and guaranteed service market.With the operational manage system as the core of service platform, it needs to establish and improve the unified service standard, service process, service standards, to set up service evaluation and incentive mechanism, and to improve service quality, thus achieving "government guide, market operation.SMEs order-type service is a service model that SMEs make orders by network appoints, and after the demand for services, the service-providers respond to service or platform recommend service, and the service platform provides special targeted services after successful docking. This paper presents the order-type service model applied in the design of operations management system, focusing on business needs, effectively promoting services docking, standardizing service processes, track the quality of service, effective ensuring the operation and management of service platform. This paper mainly includes the following three aspects:(1) Order service process design:With reference to traditional e-commerce platform service processes as well as the universal service process of SMEs with different service organizations, it designs a set of ordering service process in the integration of steps such as "demand/product gathered-service recommended-online docking-field service-quality tracking feedback" to solve the problems of service docking, service specification and service quality tracking.(2) User function design. According to the management requirements of different user roles in ordering service (SMEs, service organizations, service platforms), it designs effective module functions such as demand management, order management, evaluation management and so on to meet the operational management demands of service platform.(3) Database design. Carry on the investigation and study on the SMEs and the service organizations; design the database according to the data scope and the business scope involved. Besides, this paper also presents the shared data tables of platform network. The provincial platform and Windows platform can exchange data based on these metrics, improving rates of resource sharing and service coordination.Based on the above research, the paper designs and implements a provincial SMEs service platform operation management system based on order-type service and have a test on the system. The results indicate that order service model allows for faster effective docking online for SMEs and service organizations. The service process is simple and easy to accept, the service platform can facilitate the management and assessment on service organizations, providing a strong background support for management platform.
