Research And Development Of City And Provincial Level Resident Health Card Management System

Resident health card is a recognizable computer CPU card, proposed by the framework of health information construction: "3521 project ", it based on Electronic Health Records, Electronic Medical Records and three level information platforms. As the personal information carrier, it implements health services across systems and organizations, cross-regional interoperability and information sharing. Resident health card combine social security card, new rural cooperative medical system(NCMS) card and medical record card into one, records all medical information of a person from birth to death.Resident Health Card Management System standard the process of card making and issuing of residents health card and SAM card, implement the regulatory of health card, SAM card and card making agency, card issue agency, medical and health institution. It completed data synchronization of health card information, medical records, agency information. Compared with other card management system, it greatly improved in terms of applicability, information sharing, and it promoted the development of medical information.First, the author analyses the City Level Resident Health Card Management System and Provincial Level Resident Health Card Management System, divides the system into different modules and analyzes the function of each module in detail module, then determines feasibility in terms of technology, economy, policy and risk control through the feasibility analysis.Based on required analysis the author designs the system as a whole. Then detail designs the system in user interface, system interface layer, business logic layer, data access layer and data storage layer. This system adopts B/S structure based on J2 EE, uses CXF and JAXB technology architecture which follows the SOA framework and the system design conforms to the XML and web service standards. These techniques ensure the system is safety, stable and adaptable. After determining the technical scheme, the system is developed in hierarchical structure. It bring great convenience for rapid development and system maintenance. In the terms of data storage, this system adds the Redis cache database on the basis of Oracle database. That makes a faster speed in system verification information services.
