Design And Implementation Of Resident Health Card Management System For Health And Family Planning Commission Of Zigong

As early as 2011,the Ministry of Health of PRC proposed the development plan of Residents Health Card.The Residents Health Card is used as the core carrier to share the information of the entire population,the electronic health records and electronic medical record data of residents.The use of health cards enables information sharing between patients and medical institutions,between different medical institutions,between medical institutions and social sectors that provide public services,and provides convenient medical and health services as well as extended financial services such as prevention and health service and medical rehabilitation service for all people,effectively solves the problems of difficulty and high costs of getting medical service,meets the people's health needs,and ultimately reaches the target that residents can use only one card to receive medical services in institutions and hospitals at different levels and regions of a certain province.Such development plan is of great significance to realize the communication and intercommunication of health and family planning information,share information and carry out coordinated services,and promote the informatization development of population health to serve the masses directly.The most crucial step in the issuance of Residents Health Cards is data collection and consolidation.It is an arduous task featuring wide coverage which involves a population of 3.2 million in four districts and two counties of Zigong City.It is absolutely impossible to complete this task using the most primitive manual method and the data quality cannot be guaranteed neither.Therefore,from the perspective of saving manpower,improving efficiency and ensuring data quality,it is necessary and urgent to design the city's Residents Health Card management system for inputting and managing the card-making information and generating the card-making data.Considering the wide distribution of system to personnel and the weak system maintenance capability,the B/S architecture is selected and the system is deployed in the municipal information center for unified management.The staffs working in the grassroots level can access and use the system through the browser to carry out works.Based on the actual needs of the development needs of the Residents Health Card project in Zigong City,this paper deeply analyzes the research trends in related fields at home and abroad,especially the problems encountered in the development process of the Residents Health Card project in the city,and expounds the important role and basic functions of the health card management system.The system focuses on the management of Residents Health Card,realizes the communication and intercommunication of information on health and family planning,information sharing and collaborative services,promotes the construction development of population health information and directly serves the masses,and develops data entry,counting,entry audit,database operation,etc.The functional modules are serviced around the main line.Under the Windows operating system environment,the Java development language,MySQL database,MyEclipse,etc.are selected as development technologies and tools.The use of virtualization technology increases hardware efficiency,saves costs,and makes system expansion and maintenance easier.The system finally realizes the management of collecting the card-making information,and the comprehensive applications of information including the information of card-making,card-issuing,and the maintaining of card and relative equipments of card.And the system also covers the information regarding the card-making institution,the card issuing institution,and the health institution.The system realizes convenient data entry and standardizes data management,effectively avoids the extra workload caused by repeated entry,thereby improving work efficiency.
