Study, as a way of the inheritance of human civilization, is the method of exploring the unknown world and the foundation of human survival. However, under the living pressure, people spent a lot of time on working and family, they don’t have time to learn in a classroom or in front of a computer. Hence, researchers introduced the concept of the Mobile-Learning; this can meet people’s learning needs of learning in this fast-paced society.The concept of the Mobile-Learning can be explained that with the help of mobile intelligent devices, the developed curricula resources on the internet can be learned anytime and anywhere. In recent years, with the rapid development of the Mobile-Learning, a great amount of fruitful research has been conducted at home and abroad. The focus of these studies lied in technical feasibility, learning systems, mobile devices, mobile learning software research and theoretical studies, etc. However, there was few on learning resources, which was incompatible since learning resources are the subjects of human learning and the precondition of the existence of mobile learning. In the studies of learning resources, it mainly focused on the content setting of, and very few was conducted on providing personalized and intelligent learning resources for learners. In order to learn know ledge more intelligently and achieve better results, this paper has proposed a method of building mobile learning resources by using the technologies of ontology. By employing this method, the paper has also constructed curricula ontology, and then analyzed, queried and reasoned it.To be more specific, the content of this study are as follows. First, on the basis of analyzing mobile learning research at home and abroad, the paper has summarized their advantages and drawbacks, thus, it put forward the learning subject, i.e. using ontology technology for building mobile learning resources to provide personalized and intelligent learning services for learners. Second, it elaborated the concept of concept of the Semantic Web and ontology. It has introduced the emergence of the Semantic Web, seven- layer structure, and ontology modeling meta-ontology, description language, category, and some simple applications. The third section has explained the method and principles of ontology construction. Then on the basis o f extracting and analyzing all the knowledge of the “digital logic circuit”, summarizing the content of all the knowledge and establishing the logical relationship between the knowledge. By using the ontology construction method of mobile learning resources it proposed, it built ontology of the digital logic circuit course, and put it into MySQL database. The fourth part is introducing the Jena toolkit and the SPARQ L language. Then to analyze, query and the constructed inference rule to reason with it. According to the logical relationship between the knowledge, you can establish various kinds of inference rules. It obtained learners’ interested knowledge on the Jena Reasoner, the users can study in its interface in an intelligent way.
