In recent years, because of the mobile Internet technologydeveloping rapidly, the software and hardware technology of smartphone replacing constantly, and the concept of lifelong learning hasbeen deeply rooted in the hearts of the people, mobile learning based onsmart phones, has gradually become a very popular way of new mobilelearning. Investigating its reason, the smart phone has many advantages,such as small volume, convenient to carry, the interaction betweenteachers and students in timely. It is very suitable for mobile learning inanytime and anywhere. Learning resources is indispensable to carry outmobile learning effectively. If there is only learning platform andenvironment, but no resources, then mobile learning will be the shell ofno content. It will be useless. Design and develop the high quality ofmobile learning resources is not only to comply with the basic rule ofmobile learning, but also to conform to the characteristic of the mobilelearning terminal equipments.By reading relevant literature firstly, we summarize the researchstatus of present mobile learning at home and abroad, and the definitionand characteristics of two core concepts about the mobile learning and mobile learning resources. So we can grasp its connotation deeply, andclarify its position. Then through questionnaires to understand collegestudents’ demand status quo for mobile learning resources based onsmart phone, and to analysis the college students of the forms andinfluence factors of mobile learning resources based on smart phone. Inthe end, based on the investigation results, this paper puts forward threeaspects of strategy of the design of mobile learning resources, which issuitable for smart phones. They are the diversity of form design,interaction timeliness design, and resource cost economy.The article is discussed on the following five parts.The first part is the background of the research. At first of all, thewriter describes the background and significance of the selected topic.Then on the basis of reading related literature, he teases out the researchstatus of mobile learning at home and abroad. In the last, he putsforward the contents, methods and thesis structure of this study.The second part is the introduction of relevant theoretical basis. Inthe first, there is the definition of the core concepts, such as the conceptand characteristics of mobile learning, the connotation andcharacteristics of learning resources and mobile learning resources.Then there is the theoretical basis supporting of mobile learning, such asubiquitous learning, informal learning, and the micro learning. It alsoincludes the design theory supporting the design of mobile learning, such as human-computer interaction interface design and practicaldesign. Relevant theoretical basis is the precondition of this study, andalso is the strong point of the whole research.The third part is the investigation and analysis. The investigationobject is a part of Inner Mongolia normal university undergraduates. It isthe survey of the demand of mobile learning resources of collegestudents based on smart phone in present situation. It includes content,form, design, and interaction. Then it will be learn about the affectfactors of college students using smart phones for learning resources. Itwill provide a reference basis of mobile learning resources designstrategy based on smart phones for behind the summary.The fourth part is the focus of the study. It is based on the results ofinvestigation in the third part. Then the writer puts forward three aspectsof mobile learning resources design strategy based on smart phones.There is the diversity of form design, interaction timeliness design, andresource cost economy.The fifth part is the summary of this research work and thedeficiencies, and the outlook for future research.
