Research On Crowdsouring Mode Of Community Library Outreach Services

The values of the community library come from Services.The outreach services can carry out the value of community library and improve the competitive advantages under the Insufficient condition of HR,funds and collections,which is the inevitable choice for the sustainable development of community library.Under the network environment, the public needs were more diversified, personalized; at the same time, cultural consumption of the community public appeared a new phenomenon--Prosum.The traditional community library outureach services trapped in meeting the needs of users,self innovation. So the community library need to consider how to use new technologies and go with the new trend for the outreach services.Based on the above background, this paper mainly consisted of three parts: theory research, construction mode, and achievement strategies.1. Theory research.This paper analyzed the concept, the characteristic and the content of the crowdsouring mode on community library outreach services.Using the theory of the System Coupling to analyze the crowdsourcing project and community library outreach services,it got they had the coupling relationship,and they could evolve into a new system which could provide a basic and necessary surpport for the community library services using crowdsourcing model. the theory of Demand and Supply Integration revealed the role of the consumer economy transformation,and provided the theoretical support for library users participating in the Cooperative outreach Services. Resource Dependence Theory provided the support for the using of external public resources.2. Construction mode. After analyzing the problems of the traditional operation mode in the outreach services of community libraries and several advantages of crowdsourcing model,this paper putted forward to the idea of crowdsourcing outreach services.From the construction goal,the principle,elements,the supporttingsystem and the function model of the construction are discussed.3. Achievement strategies.Using PEST, Potter’s five forces model, SWOT to analyze the environment,this paper formed four kins of strategies:the expansion strategy,the diversity strategy,the reverse strategy and the defensive strategy.It concluded:(1)the community library should practice positively using the existing resources;(2)the community library should establish good public relations with the community, community organizations;(3) the community library should establish the mechanism of volunteer services;(4)the community library should afford the characteristics of different services;(5)the community library should strengthen the marketing network;(6)the community library should set upthe communication network for outreach services;(7)the community library should promote the local public library regulations;(8)the community library should get the external surpports.
