With the development of Internet and the rapid growth of network services, there is an urgent need for network providers to offer the satisfying quality and quantity of network service to the users. And with the changes in people’s consumption concept, the network users are very serious about the network charge. However the current billing system’s evidence for the charge is only about to the traffic, its evidence for the charge is still ineptitude, and the charge are not equal to the cost of Internet service. So there is the urgent need to optimize the existing charging system fundamentally in the way of improving the design of charging scheme to promote the rapid and orderly development of network. So, in order to achieve the ultimate goals to improve network service and network efficiency of the service, the Internet service providers and researchers want to build a new charging network model for the current network to fit the requests of fine-grained charging and users’ action control.We propose a new charging scheme based on reserved bandwidth and traffic statistics in the vector network in this paper. This charging scheme can provide fine-grained charging according to the current network status, the service level and the distance for connection of users’ demands. The charging of fine-grained in this charging scheme not only satisfies the users’ mixture demand for services, but also solves the defects of the monotonous charges in the current network and non-customization network service. The auto adjustment for charging not only saves money for users, but also makes network working balanced. This provides better charging support for Internet service.The research in this paper is based on the vector network, and we propose the charging design according to the design and technology features of the vector network. The main content is as follows:1. We propose a new charging scheme based on reservable bandwidth and traffic statistics according to the features of the vector network and related technology indicator.2. According the charging scheme, we design abstract structure model for end system. The AC and VC management structure in this model is the core structure of the gateway, and the management structure provides accurate network charging service.3. We improve the charging signaling system according to abstract structure model for end system. 4. We complete the core code of charging system design and implementation, and test model of structure interaction process of the terminal system preliminary. The experiment proves that the study result is more effective in the dynamic charging and other aspects than the current mainstream charging system. It achieves the requirement of the fine-grained charging.
