The apperance of internet changes the management and operation of traditional media, not only realizes the information transmission and resource sharing in technique, but also enriches and gradually industrializes the forms of communication, particularly achieves the gradual innovation and diversity of the content of communication.Charging communication in China network transmission is an inevitable trend in the process of the development of the network media. With the ceaseless decline of network technique threshold and the sharp increase of the websites, the content of network communication tends to be homogeneous and the information of network communication meets with lack of trust continuously, which both force the network operators and researchers to have to review the direction of network charging communication. In recent years posterior to the best time of the rapid development of the network, the market share from network advertising keeps decreasing and more network media put more emphasis about income on the content of the network communication; however, the development of China network charging communication is certain to face a more difficult development road.The operation of China websites is carried out in relation to the content of the products from the perspective of business development. In the beginning the models of many operators is based on the model"Content is King", which are divided roughly into network news, network expression, network entertainment, network advertisement and scientific knowledge, scientific or cultural information, commercial commodity information, e-government information, etc according to the forms of the content of the media. So the initial and basic network development is all dependent on content. Operation of all websites is aim to have more visitors and hits utilizing content that is more, newer, faster and more accurate, thereby, attracts more advertisement putting by encouraging attention to make profits. From the announced financial report of leading network companies, we will see advertising can occupy a large part of the business income. And it is the fundamentality of the grandness of websites that the news is new, fast and accurate. Whichever website can make it, whichever will win many readers and users. And the profits followed will meet the cost of normal operation and seek better development.Of course, the operation condition and the ability of survival and profitability of every website vary. Under the pressure, after every major website hold enough attention, the website operators begin to pay attention to charging the website content directly, no longer free mail, no longer free browsing, no longer free music download…. Domestic website corporations begin to release various charging services, particularly some professional websites.For web operators present network charging communication is in a dilemma; if it continues to provide free network communication service, the development of websites will be hindered; if the network charging communication is taken, it is difficult for the internet users to change the free reading custom and bearance. In essence the question of the dilemma above is, on the one hand, that the network charging service is on the stage of market cultivation, which is quite a distance from the reality of the market either technically or in service; on the other hand, that the group charged network haven't come into being, which makes the charging plan an empty talk. We lay stress on how to create a suitable system or institution of network charging communication, expand the ways the websites make profits, enable the use of internet users accurate. Only by making the market bigger will the consumers be able to enter the field of network communication field really, for this reason, the development of network will not be constrained by the way of traditional media, thus a new way according with it will come into being.
