| Tape-recorders of stored program controlled exchanges are used all along to record the call status in a traditional accounting and billing system of telecommunication networks, and the accounting and billing method is offline. Short recorded time, short held time and bad reliability are inherent. According as computer applications are rapidly developed, since a special accounting and billing system is not adopted in the special telecommunication networks for party and government organizations in provinces and cities of our country, developing a special telecommunication accounting and billing system is a trend of development of special telecommunication networks for party and government organizations of our country.This system is an efficient solution instead of the simple accounting and billing function of SI240 exchange. It is extension of the accounting and billing function, which is separated from an exchange. According to the characteristics of special networks for party and government organizations, the special accounting and billing system is completed.A design scheme of accounting and billing system, which based on modern telephone switching technologies and the special needs of party and government organizations, is presented. The basic functions and types of accounting and billing of the accounting and billing system are decided, the input parameters from the exchange are selected, the control parameters and method of accounting and billing system are set up.The data structures and software functions are discussed particularly in the process of the scheme design of the analyzing, producing, collecting and output of accounting and billing information.At the end of this paper, the output result is observed when it is working practically, and the conclusion is given, it is very valuable to supplement, extension and complement of the special telecommunication networks for party and government organizations of our country.
