With the rapid development of information technology, the extension of information construction in railway system is gradually expanded. Currently, OA system has been implemented and applied in railway basic divisions, witch offers possibility to make the paper-based documents being replaced by electronic documents. The successful application of electronic documents in railway system would not only improve the management efficiency, but also good for the resource conservation and the improvement of enterprise efficiency. However, accompanying with the convenience of paperless office in railway basic divisions, how to protect the integrity, confidentiality, source authentication and non-repudiation of the electronic documents is becoming an urgent problem. Under this circumstance, in order to guantee the security of the electronic documents in OA system of the railway basic divisions, it is important to do some research on electronic seal techniques and develop proper electronic seal system for OA system in railway basic divisions.This paper will analysises the related techniques in electronic seal system, such as cryptography, PKI, USB Key and etc. Combining the characteristics of the OA system in railway basic divisions, an improved digital signature algorithm is proposed and an electronic seal system for OA system of railway basic divisions is designed and developed. The main work of this thesis includes the following three parts:1. A digital signature based on 2D hyper chaotic systems and ECC is proposed, in which 2D hyper chaos-based cipher is used to strength the security of ECDSA. Compared to the standard ECDSA, the proposed algorithm can resist single message leak-out attack, reduplication use of single message key attack and reduplication use of signature key attack.2. Design and develop an electronic seal system for OA system in railway basic divisions. Based on improved digital signature algorithm, a digital seal scheme is put forward, and the system has been analysezed and modeled are with the use of UML After that, an electronic seal system for OA system in railway basic divisions is developed by using OpenSSL, CryptoPP and Office ActiveX automation, and the system can be integrated with MSOffice seamlessly. 3. Tests are done to the electronic seal system for OA system in railway basic divisions. Detailed tests are done to system setup and some main system functions, and achieve some reasonable results.
