The Design And Implementation Of The4^th Generation Core Network Policy And Charging Rules Function

With the Ministry of Industry and Information Technology granting4G licenses, Chinese officially announced the telecommunications industry into the4G era. In the past the voice service and SMS service are the operator’s most profitable business, after entering the3G era although data traffic doubled, but it did not bring corresponding benefits to operators. And continue to reduce the voice and SMS tariff because of the competition between operators and Internet companies. In the era of mobile Internet, telecom operators are facing the "dumb pipe" crisis, and it is becoming more and more seriously. In order to solve the crisis,"smart pipe" has become the inevitable choice to operators.3GPP raised the PCC (Policy and Charging Control) architecture which is indicated the standard realization of "smart pipe". PCRF (Policy and Charging Rules Function) which is the core of the whole architecture has become an inevitable choice for operators to build PCC architecture. However, most current PCRF products do not support to the evolution of LTE. Aiming at the operators’ demand for PCRF, the company where the author interned established a project which is to build a PCRF system that can support4G network.This thesis comes from the actual project--China Telecom PCRF network upgrade project, completed the4G core network PCRF design and implementation. And the main work of this thesis includes:(1) Completed the investigation and analysis of requirements related to the policy management and policy execution, analyzes the decision process of PCRF system, analyzes the maintenance staffs’ requirements for policy management.(2) Completed the architecture design and database design of PCRF-Admin and PCRF-Engine. Make sure that the system has stable performance and good scalability.(3) Completed the design and development of PCRF-Admin system’s modules and the PCRF-Engine’s policy model and service component.This thesis has completed the PCRF system of the core network of4G, successfully applied in China Telecom in Jiangxi, Guangxi, Hainan three provinces PCRF network upgrade project. And the system has been tested in the three provinces of Jiangxi, Guangxi, Hainan’s China Telecom product environment, and achieved the desired goals.
