Third Generation Partnership Project(3GPP) proposed IP Multimedia Subsystem(IMS) in Release 5.IMS can support SIP call session and access independence. Policy and charging control function is an important part of IMS. PDF is defined for policy control and located in P-CSCF in 3GPP R5. PDF is independent with P-CSCF in 3GPP R6 and converges with FBC to form PCRF of PCC architecture in 3GPP R7.It is strengthened in QoS and reference function for PCRF in 3GPP R8.It is still lack of good consideration for research and implementation of PCRF at present. So it has great meaning for research and implementation of PCRF in this paper.This paper aims to the research of PCRF and how to make program on the open source software platform.At first, this thesis explains background, functional parts and protocol of IMS.Then it focus on PCC architecture, including evolvement,functional parts and PCC rules. The open source software, OSIMS and UCT PCF, is analyzed for the implementation of IMS PCRF.Then this paper focus on the design and implementation, including the design of internal model in PCRF, state machine, algorithm of QoS mapping and session procedure of IP-CAN. The design of PCRF is investigated and verified in the sixth chapter. At last, the paper is reviewed and points out some issues that can be further researched in the future.
