The rapid development of mobile communication technology has migrated from2Gto3G, and event began the transition to4G. On the other hand, as represented by androidsmart devices is developing rapidly, a large number of mobile application abound.However, the uncontrolled development of mobile applications has brought a series ofproblems of the mobile communication network.“Often online” applications lead thesignaling storm of the mobile communication network, OTT business telecom not onlysqueeze the space of the telecom operators, but also consume the limited radio resourceswhich had an impact on access services the telecom operators provide. All these maketelecom operators embarrassment and gradually turn into transmission pipelines.This paper has proposed two main problems: First, the problem of underutilization ofthe radio resource block caused by the burst traffic with frequent small packets of themobile application; Second, the problem of the mobile devices available time shortenedcaused by mobile devices application does not consider the energy consumption ofnetwork and overhead computing. The main objective of this paper is to solve these twoproblems at a certain extent.This paper choose Android mobile platform as the optimization target. First, thispaper analyzes the underutilization of RB, mobile power consumption and Androidapplication traffic characteristics. And then a proxy based traffic shaping solution has beenproposed. The solution implements “transparent” proxy functionality with a clientmiddleware and a flow-based proxy server. on this basis, the aggregated traffic flow isshaped as burst traffic so as to improve RB utilization and energy saving. Finally, aftertesting and simulation, the validity of the system has been confirmed.
