Design And Implementation Of Non-performing Loans Management System On Off-balance-sheet Of Rural Commercial Bank

With the advancement of deepening the reform of rural credit cooperatives, ruralcommercial banks have sprung up continually. In order to reach the supervisoryindicators regulated by the China Banking Regulatory Commission, such asnon-performing loan ratio and capital adequacy, in the forming stage and late stage ofdevelopment, commercial banks can only make accounting treatments on a part ofnon-performing loans through central bank bills replacement, shareholders buyingnon-performing loans, government buying non-performing loans, writing offnon-performing loans by operating profit and so on. Then these non-performing loansturn to non-performing loans on off-balance-sheet, resulting in a rising scale and anincreasing management difficulty of non-performing loans on off-balance-sheet.Based on the effective management of non-performing loans on off-balance-sheetwhich is a similar to "snowball", and combined with the management requirements ofnon-performing loans on off-balance-sheet of Rural Commercial Bank, in this articlewe design and implement an information system to manage the non-performing loanson off-balance-sheet of Rural Commercial Bank, which is oriented by detailedanalysis and design of its existing functional requirements.First of all, this paper introduces the research background of this system and theresearch status of non-performing loans management on off-balance-sheet at homeand abroad. Then, it makes system requirements analysis integrated by themanagement status of non-performing loans on off-balance-sheet of Leiyang RuralCommercial Bank, and build MVC system framework based on JSP, MYSQL databaseand JDBC technology. The essay designs and implements the function module ofnon-performing loans management system on off-balance-sheet mainly from sixaspects, including customer management, business management, statistical analysis,data query, credit management and system management. Finally, this article carries onthe system deployment and test. The results show that this system achieves the desiredfunctional requirements and realizes the goal of development basically.
